
FOREWORD
Contained herein are the policy statements formulated by the Board of Education of the Canaseraga Central School District.
Policy is defined as a basic plan of action. It establishes limits within which freedom of judgment can be exercised.
Policy is a governing principle of management. It is a statement that has an effect on the interests of those who come under its jurisdiction. A policy may originate from the constitution, from statute, from local determinations and/or from customary patterns of formal behavior.
Policy should accomplish the following:
1)State a position taken by the District;
2)Grant the authority to act;
3)Be sufficiently detailed to give adequate direction;
4)Be achievable within the real environment of the school and community;
5)Provide for impartial procedures.
In addition to the adopted policies, the operation of the School District is governed by and subject to all applicable Laws, Regulations of the Commissioner of Education, Civil Service requirements, Board of Education Resolutions, School Administrative Regulations and Contracts of Agreement.
If any part of this manual is made invalid by judicial decision or legislative or administrative enactment, all other parts shall remain in full effect unless and until they are amended or repealed by the Board of Education. The official record of the adoption, amendment, or repeal of the by-laws and policies of the Canaseraga Central School District shall be the minutes of the meetings of the Board of Education.
PHILOSOPHY STATEMENT
The Board of Education of Canaseraga Central School believes that education can never be separated and considered apart from a society which formulates its goals and methods for youth. It also believes that it is equally true, however, that education ought not to be entirely focused on the ideal of promoting the goals of a society, for then we attain indoctrination and propaganda rather than education.
The Board of Education's goal of trying to strike the right balance between the aims of the community and the freedom of the individual to differ is admittedly a difficult undertaking but no more taxing than the problems that religions, philosophies, and political systems must face -- the harmonization of human dignity with the social discipline necessary for communal life. As in all problems in which the dualistic nature of man is manifest, in education there can be no precise formula that will strike a proper balance between the duties of the student as a potentially mature citizen and his God-given right to transcend the limits of the society in which he/she lives.

It is the duty of the Board of Education of the Canaseraga Central School District, for both students with disabilities and regular students alike, to provide the access and opportunity for each individual to participate in programs of study that will enhance the individual's ability and desire to participate in society.
The Canaseraga Central School Board of Education believes that the following objectives are obtainable by providing a quality education through a varied curriculum:
1) To aid and encourage students to grow intellectually in order that they may realize their potential.
2) To provide a broad, flexible and updated curriculum in order that each student may have a variety of educational opportunities as well as meet the changing need of an increasingly complex society.
3) To encourage the development of attitudes, habits, skills, and a sense of responsibility about citizenship and democracy in the students which will enable them to take their place as citizens and participate in world and community affairs that are found in a free society.
4) To provide a humanistic environment for learning.
a)To help develop a moral and ethical sense in each student, and to help the child develop an image of herself or himself as a worthwhile human being.
b)To develop cultural sensitivity and understanding.
c)To help develop an appreciation of the arts.
d)To help student develop emotionally, morally, and socially so that he/she is increasingly able to cope with life's problems.
5) To give the student, according to his/her ability, a sound mastery of the basic skills of learning and communication.
6) To provide classes, activities and services whereby each student will develop a desire for achieving and maintaining optimum physical and emotional health.
7) To provide special and remedial services for those students with special needs which are not met by the regular school program.
8) To provide guidance services which will be understanding, objective, realistic, and helpful to all students.
9) To encourage and maintain good school and community relations.
10) To encourage and maintain good intra-school relations among faculty, students, administration, and non-teaching personnel.
11) To provide a professionally competent administrative and teaching staff whose primary purpose is to meet the needs of all of the students.
12) To provide a constant evaluation of the educational program by the professional staff, the community, and the students to determine its effectiveness.
13) To provide school buildings of sufficient size, equipment and flexibility, designed for a soundly planned curriculum at a cost commensurate with their purpose and the community's financial ability to support them.
